1. Upholding Integrity : Judicial personnel shall perform their duties with integrity and in adherence to ethical principles.

  • 1.1 Promoting Ethical Conduct
  •        Judicial personnel shall be encouraged to conduct themselves in accordance with the Code of Conduct and ethical standards, whilst cultivating self-awareness, empathy, resilience, and discernment in an information-driven digital age.
  • 1.2 Fostering Collaborative Work with Integrity
  •        Judicial personnel shall be encouraged to engage in collaborative work, including full-panel deliberations in adjudication, with due respect for the values and opinions of colleagues. Communication shall be guided by attentive listening and mutual decision-making. Issues shall be addressed on the basis of accurate and comprehensive information.
  • 1.3 Promoting Judicial Organizational Culture
  •        Judges, court personnel, and all relevant stakeholders shall actively participate in the cultivation of a strong judicial organizational culture. Justice shall be delivered to the public and society with honesty, integrity, impartiality, disinterestedness, and courage. Judicial personnel shall uphold what is right, accept responsibility to the public, and treat all court users with dignity, courtesy, and respect.
  • 1.4 Enhancing Public Understanding
  •        The judiciary shall strengthen communication and outreach initiatives with children, youth, and all sectors of society in order to promote knowledge and understanding of the law, judicial processes, and justice under the rule of law. Concurrently, the judiciary shall endeavour to instill moral and ethical values, thereby fostering social harmony and mitigating disputes within society.

Judges, court personnel, and all relevant stakeholders
shall actively participate in the cultivation of a strong judicial organizational culture.

2. Sustaining Public Trust : Advancing the administration of justice to strengthen public confidence and trust in the judiciary.

  • 2.1 Administration of Justice and Protection of Rights  and Liberties
  •        The judiciary shall develop and carry forward the mission of administering justice for the people in all dimensions inclusively, equally, and fairly. Priority shall be accorded to the protection of the rights and liberties of injured persons, accused, plaintiffs, defendants, witnesses, and all parties concerned at every stage of the proceedings. Justice shall be delivered justly, accessibly, promptly, equally, and uniformly, in conformity with the laws, the rule of law, fairness, due process, and international standards, with due regard to the security, stability, and peace of society.
  • 2.2 Public Service Delivery
  •        The judiciary shall provide services that are accurate, clear, transparent, and verifiable. Assistance shall be rendered with sincerity and dedication, whilst innovation and improved methods of work shall be encouraged to reduce unnecessary procedures and shorten service times for the public.
  • 2.3 Communication and Public Outreach
  •        The judiciary shall develop a dynamic, responsive, and effective communication and public information system to advance its image and mission. Internal and external communication shall be strengthened to ensure accurate and consistent understanding among court personnel, the public, and society at large
  • 2.4 Complaints Mechanism and Safeguards for Judicial Duties
  •        An efficient, transparent, and accountable system for the review of complaints shall be established, in full compliance with personal data protection laws. Appropriate safeguards shall be provided for judicial personnel who perform their duties lawfully and in good faith, thereby ensuring fairness, fostering morale, and preserving the honor and dignity of both judicial personnel and the judiciary.
  • 2.5 Institutional Cooperation
  •        Systematic and continuous cooperation with governmental agencies, the private sector, and civil society shall be promoted and supported. Such collaboration shall serve to enhance the resilience of the justice system and strengthen public confidence and trust in the judiciary.

The judiciary shall provide services that are accurate, clear, transparent, and verifiable.

3. Pursuing Excellence : Developing all dimensions of the judiciary to remain responsive to societal transformation in the information age.

  • 3.1 Standards of Judgments and Judicial Orders
  •        The judiciary shall preserve and promote the standards of judgments and orders by ensuring that decisions are reasoned, comprehensive, precise, legally sound, and consistent with stablished jurisprudence. Manuals and practice guidelines shall be issued, whilst judgments of higher courts and related information shall be compiled and disseminated for the benefit of judicial work.
  • 3.2 Systematic Human Resource Management
  •        Systems for recruitment, transfer, promotion, performance evaluation, and disciplinary procedures shall be strengthened to ensure that they are conducted efficiently, and in accordance with the merit system.
  • 3.3 Well-being of Judicial Personnel and Their Families
  •        A healthy balance between work and personal life shall be promoted, with emphasis on workplace well-being. Initiatives shall be undertaken to reduce risks and prevent physical and mental health problems, whilst appropriate welfare benefits and support shall be provided for personnel, their families, and retirees. Clear and accessible information shall be developed and disseminated to facilitate communication and coordination.
  • 3.4 Capacity Development of Judicial Personnel
  •        Judicial personnel shall be encouraged to pursue lifelong learning and the cultivation of knowledge and analytical skills across multiple dimensions, in order to remain responsive to global change. Intellectual, emotional, and social intelligence shall be strengthened, together with creativity and problem-solving skills, appropriately guided by moral intelligence. These qualities shall enhance professional effectiveness and resilience for sustainable living.
  • 3.5 Development of Work Processes
  •        Administrative processes shall be improved to ensure flexibility and responsiveness to changing circumstances. Redundant and unnecessary procedures shall be streamlined, and the appropriate, safe, creative, and innovative application of modern information technologies shall be promoted.
  • 3.6 Safety and a Supportive Environment
  •        Measures shall be advanced to ensure workplace safety and to foster a supportive environment for judicial personnel and members of the public alike.
